Pourquoi je refuse – Déclaration de Tair Kaminer

Mon nom est Tair Kaminer, j’ai 19 ans. Il y a quelques mois, j’ai terminé une année de bénévolat avec les Eclaireurs et Eclaireuses Israéliens dans la ville de Sdérot, à la frontière de la bande de Gaza. Dans quelques jours, je vais aller en prison.

J’ai été volontaire à Sdérot une année entière, j’y ai travaillé avec des enfants qui vivent dans une zone de guerre, et c’est là que j’ai décidé de refuser de servir dans l’armée israélienne. Mon refus vient de ma volonté d’apporter une contribution à la société dont je fais partie et d’en faire un meilleur endroit pour vivre, et de mon engagement dans la lutte pour la paix et l’égalité.

Les enfants avec lesquels j’ai travaillé ont grandi au coeur du conflit, et ont vécu des expériences traumatisantes dès leur jeune âge. Chez beaucoup d’entre eux, cela a généré une haine terrible – ce qui est tout à fait compréhensible, surtout chez des jeunes enfants. Comme eux, beaucoup d’enfants qui vivent dans la bande de Gaza et dans le reste des territoires palestiniens occupés, dans une réalité encore plus dure, apprennent à haïr l’autre côté. Eux non plus, on ne peut pas les blâmer. Quand je regarde tous ces enfants, la prochaine génération des deux côtés et la réalité dans laquelle ils vivent, je ne peux que voir la poursuite des traumatismes et de la douleur. Et je dis : Assez !

Depuis des années maintenant, il n’y a aucun horizon politique, aucun processus de paix en vue. Il n’y a pas tentative de quelque nature que ce soit d’apporter la paix à Gaza ou à Sderot. Tant que la méthode militaire violente règne, nous allons tout simplement avoir d’autres générations qui grandiront avec un héritage de haine, ce qui ne fera que rendre les choses encore pire. Nous devons arrêter ceci – maintenant !

C’est pour cela que je refuse : je ne prendrai pas une part active à l’occupation des territoires palestiniens et à l’injustice qui est infligée encore et encore au peuple palestinien dans cette situation d’occupation. Je ne prendrai pas part au cycle de la haine à Gaza et à Sdérot.

La date de mon enrôlement a été fixée au 10 Janvier 2016. Ce jour-là, je me présenterai au Centre d’incorporation deTel Hashomer, pour y déclarer mon refus de servir dans l’armée – et mon souhait de faire un service civil de remplacement.

Lors de conversations avec certaines personnes auxquelles je tiens, j’ai été accusée de porter atteinte à la démocratie en refusant de respecter les lois adoptées par un Parlement élu. Mais les Palestiniens dans les territoires occupés vivent sous la règle du gouvernement d’Israël, bien qu’ils n’aient pas eu le moindre mot à dire dans l’élection de ce gouvernement. Je crois que tant qu’Israël continuera à être un pays occupant, il continuera à s’éloigner de plus en plus de la démocratie. Par conséquent, mon refus fait partie de la lutte pour la démocratie – il n’est pas un acte anti-démocratique.

On m’a dit que je fuyais ma responsabilité dans la sécurité d’Israël. Mais, comme une femme qui considère que toutes les personnes sont égales – et que toutes leurs vies sont aussi importantes – je ne peux pas accepter que l’argument de la sécurité ne s’applique qu’aux Juifs. Surtout maintenant qu’il devient clair et évident que l’armée ne peut pas assurer une protection aux Juifs non plus, tandis que la vague de terreur continue. C’est très simple – on ne peut pas créer un îlot de sécurité au milieu d’une occupation qui opprime. La vraie sécurité ne pourra être obtenue que lorsque le peuple palestinien vivra dans la dignité et la liberté, dans son propre Etat indépendant aux côtés d’Israël.

Il y a eu ceux qui s’inquiétaient de mon avenir personnel dans un pays où il est de la plus extrême importance d’avoir fait son service militaire dans le tissu des relations sociales quotidiennes. Soucieux de mes perspectives d’avenir, ils ont suggéré que je fasse l’armée, indépendamment de mes opinions – ou au moins que je ne rende pas mon refus public. Mais à travers toutes ces difficultés et ces soucis, j’ai choisi de déclarer mon refus ouvertement, pour que tous l’entendent. Ce pays, cette société, sont trop important pour moi – je ne peux pas accepter de garder le silence et je ne le ferai pas. Ce n’est pas la façon dont j’ai été élevée – ne m’occuper que de moi-même et de mes préoccupations personnelles. La vie que j’ai eue jusqu’à présent a tourné autour du don et de la responsabilité sociale, et c’est ainsi que je veux qu’elle continue.

Même si je dois payer un prix personnel pour mon refus, ce prix en vaudra la peine si il contribue à mettre l’occupation à l’ordre du jour du discours public israélien. Beaucoup trop d’Israéliens ne ressentent pas directement l’occupation, et ils ont tendance à l’oublier dans leur vie quotidienne – vies qui sont éminemment sûres comparées à celles des Palestiniens, ou même des Israéliens qui vivent dans le Néguev occidental (zone à la frontière de Gaza).

On nous dit qu’il n’y a pas d’autre moyen que la voie militaire violente. Mais je crois que c’est le moyen le plus destructeur, et qu’il y en a d’autres. Je tiens à rappeler à tous qu’il existe une alternative : les négociations, la paix, l’optimisme, une véritable volonté de vivre dans l’égalité, la sécurité et la liberté. On nous dit que l’armée n’est pas une institution politique – mais la décision de servir dans l’armée est une décision hautement politique, tout autant que la décision de refuser.

Nous, les jeunes, devons comprendre toutes les conséquences d’un tel choix. Nous devons comprendre ses conséquences pour notre société. Après avoir mûrement réfléchi, j’ai pris la décision de refuser. Je n’ai pas peur de la prison militaire – ce qui me fait vraiment peur est que notre société perde son humanité.

Why I Refuse – Tair Kaminer’s statement

My name is Tair Kaminer, I am 19. A few months ago a ended a year of volunteering with the Israeli Boy and Girl Scouts in the town of Sderot, on the Gaza Strip border. In a few days, I will be going to jail.

An entire year I volunteered in Sderot, working with children living in a war zone, and it was there that I decided to refuse to serve in the Israeli military. My refusal comes from my will to make a contribution to the society of which I am a part and make this a better place to live, from my commitment to the struggle for peace and equality.

The children I worked with grew up in the heart of the conflict, and went through traumatic experiences from a young age. In many of them, this has generated a terrible hatred – which is quite understandable, especially in young children. Like them, many of the children living in the Gaza Strip and the rest of the Occupied Palestinian Territories, in an even more harsh reality, learn to hate the other side. They, too, cannot be blamed. When I look at all these children, at the next generation of both sides and the reality in which they live, I can but see the continuation of trauma and pain. And I say : Enough !

For years now there’s no political horizon, no peace process anywhere in sight. There’s no attempt of any kind to bring peace to Gaza or to Sderot. As long as the violent military way holds sway, we will simply have further generations growing up with a heritage of hate, which will only make things even worse. We must stop this – now !

This is why I am refusing : I will not take an active part in the occupation of the Palestinian Territories and in the injustice to the Palestinian people that is perpetrated again and again under this occupation. I will not take part in the cycle of hatred in Gaza and Sderot.

My draft date was set for January 10th, 2016. On that day I will report to the Tel Hashomer Induction Center, to declare my refusal to serve in the military – and my willingness to do an alternative civil service.

In conversation with some people I care about I’ve been accused of undermining democracy, though my refusal to abide by the laws which were enacted by an elected Parliament. But the Palestinians in the Occupied Territories live under the rule of the Government of Israel, though they had no voice whatsoever in electing that government. I believe that as long as Israel continues to be an occupying country, it will continue moving further and further away from from democracy. Therefore, my refusal is part of the struggle for democracy – not an anti-democratic act.

I have been told that I am avoiding my responsibility for the security of Israel. But as a woman who regards all people as equal – and all their lives as equally important – I cannot accept the security argument as applying to Jews only . Especially now, as the wave or terror continues, when it becomes clear and evident that the military cannot ensure protection to the Jews, either. It is very simple – one cannot create an island of security in the midst of an oppressive occupation. True security can be created only when the Palestinian people live in freedom and dignity, in their own an independent state alongside Israel.

There were those who worried about my personal future in a country in which performing military service is held to be of supreme importance in the fabric of daily social intercourse. Caring for my future prospects, they suggested that I do serve in the army, regardless of my opinions – or at least that I don’t make my refusal public. But through all the difficulties and worries, I chose to declare my refusal openly, for all to hear. This country, this society, are too important to me – I cannot and will not agree to keep silent. That was not the way I was brought up – to care only for myself and my private concerns. The life I had until now has been about giving and social responsibility, and such I want it to continue.

Even if I must pay a personal price for my refusal, this price will be worthwhile if it to helps place the occupation on the agenda of Israeli public discourse. Far too many Israelis don’t directly feel the occupation, and they tend to forget about it in their daily lives – lives that are eminently safe in comparison with those of Palestinians, or even of the Israelis who live in the Western Negev (Gaza border area)

We are told that there is no way other than the violent military way. But I believe that this is the most destructive way, and that there are others. I wish to remind all of us that there does exist an alternative : negotiations, peace, optimism, a true will to live in equality, safety and freedom. We are told that the military is not a political institution – but the decision to serve in the military is a highly political one, no less so than the decision to refuse.

We, the young people, must understand the full implications of such a choice. We need to understand its consequences for our society. After having deliberated these issues, I took the decision to refuse. I am not scared of the military prison – what truly frightens me is our society losing its humanity.« »

הצהרת הסירוב של תאיר

קוראים לי תאיר קמינר, אני בת 19, והשנה סיימתי שנת שירות של תנועת הצופים בשדרות. בעוד כמה ימים, אכנס כנראה לכלא.
שנה שלמה התנדבתי בשדרות, עבדתי עם ילדים החיים באיזור של מלחמה, ושם החלטתי לסרב לשרת בצה »ל.
הסירוב שלי נובע מתוך רצון לתרום לחברה שלי ולהפוך אותה למקום טוב יותר והוא חלק ממאבק מתמשך למען שלום ושיוויון.
הילדים שעבדתי איתם גדלו בלב הסכסוך וחוו חוויות קשות מגיל צעיר, חוויות שעיצבו ברבים מהם שנאה גדולה, שאפשר להבין אותה, במיוחד כשהיא באה מילדים צעירים. כמותם, רבים מהילדים שגדלים בעזה או בשטחים, במציאות קשה אף יותר, לומדים לשנוא את הצד השני. גם אותם אי אפשר להאשים. כשאני מסתכלת על כל הילדים יחד, על הדורות הבאים של שני הצדדים ועל המציאות שבה הם גדלים, אני רואה המשכיות של טראומות וכאב. ואני אומרת : די !
כבר שנים אין שאיפה לתהליך מדיני, לא קיים ניסיון להביא שלום לעזה ולשדרות. אבל כל עוד הדרך הצבאית והאלימה נמשכת, אנחנו מייצרים בשני הצדדים דורות של שנאה שרק יחמירו את המצב. חייבים לעצור את זה.
לכן אני מסרבת : כדי לא לקחת חלק פעיל במעשה הכיבוש השטחים הפלסטינים ובעוולות שנעשות לעם הפלסטיני תחת הכיבוש, כדי לא לקחת במעגל השנאה בעזה ובשדרות.
תאריך הגיוס שלי נקבע ל- 10/01/16. ביום זה אתייצב בבקו »ם ואצהיר על סירובי לשרת בצבא, ועל כך שאני רוצה לעשות שירות אזרחי חלופי.
בשיחות עם אנשים הקרובים אלי, האשימו אותי בכך שאני פוגעת בדמוקרטיה כשאני לא מקיימת את חוקי המדינה. אבל הפלסטינים בשטחים הכבושים חיים תחת שלטון ממשלת ישראל, על אף שלא בחרו בה. כל עוד ישראל תמשיך להיות מדינה כובשת היא תמשיך להתרחק מהיותה מדינה דמוקרטית. לכן, הסירוב הוא חלק מהמאבק לדמוקרטיה, לא פגיעה בדמוקרטיה.
אמרו לי שאני מתנערת מאחריות על ביטחונה של מדינת ישראל. אבל כאישה שרואה את כל בני האדם כשווים וחושבת שחייהם חשובים במידה שווה, אני מתקשה להאמין בטיעון הביטחון כל עוד הוא מופנה אך ורק ליהודים. במיוחד עכשיו, כשגל הטרור הולך ומתמשך, ניתן לראות שהצבא לא מגן אפילו על היהודים, כי אין דרך ליצור ביטחון בתוך מצב של כיבוש. ביטחון אמיתי יתקיים כשהעם הפלסטיני יחיה בכבוד ובחופש במדינה עצמאית לצד מדינת ישראל.
היו שהביעו חשש לעתידי האישי במדינה בה לצבא חשיבות כה רבה. הציעו לי לשרת למרות עמדותי או לפחות לא לסרב בצורה פומבית שכזו. אבל למרות כל הקשיים והחששות, בחרתי לסרב באופן גלוי, המדינה הזו, הארץ הזו, החברה הזו – חשובים לי מדי מכדי שאסכים לשתוק. גם לא חונכתי לדאוג רק לעצמי, כל חיי עד כה היו של נתינה ומעורבות חברתית.
הלוואי והסירוב שלי, אפילו אם אשלם מחיר אישי עבורו, יעזור להעלאת נושא הכיבוש לסדר היום הישראלי, כי ישראלים רבים לא מרגישים בכיבוש או שוכחים אותו בחיינו הבטוחים כל כך ביחס לחיי הפלסטינים, או לחיי ישראלים אחרים בנגב המערבי.
משכנעים אותנו שאין ברירה אחרת חוץ מהדרך הצבאית והאלימה, אך אני חושבת שזוהי הדרך ההרסנית ביותר, ויש דרכים אחרות. אני מבקשת להזכיר לכולנו שיש ברירה : משא ומתן, שלום, אופטימיות, רצון אמיתי לחיות בשוויון, בביטחון ובחופשיות.
משכנעים אותנו שלצבא אין קשר לפוליטיקה, אבל לשרת בצבא זו החלטה פוליטית בעלת משקל כבד, בדיוק כמו סירוב. אנחנו, הצעירים, צריכים לבחון אותה ואת המשמעות שלה לעומק, ולהבין את השלכותיה על החברה שלנו. כשאני עשיתי זאת, בחרתי לסרב. הכלא הצבאי מפחיד אותי פחות מאשר אובדן האנושיות של החברה שלנו.
אני לא רוצה לעשות דברים שאני לא עומדת מאחוריהם ולשבור שתיקה בדיעבד. אני מסרבת, וגם אתם צריכים לחשוב על זה.

לסירובה של תאיר מתלווה מכתב תמיכה, עליו חתמו כמה עשרות מבוגרי תיכון עירוני א’ בתל אביב. תאיר עצמה חתומה על מכתב הסרבניות של 2014.

תאיר מוסיפה : “שנה שלמה עבדתי בשנת שירות עם ילדים החיים באזור של מלחמה, שגדלים במציאות קשה וראיתי את ההשפעה שלה עליהם, ולמציאות הזו אני אומרת – די ! שם החלטתי לסרב לשרת בצה”ל. הסירוב שלי נובע מרצון לתרום לחברה שלי ולהפוך אותה למקום טוב יותר. מניסיונם של שוברים שתיקה, מוטל עלינו ללמוד שעור : אני לא מתכוונת לשבור שתיקה בדיעבד – אני שוברת אותה עכשיו, למפרע ».

תאיר קוראת לממשלת ישראל לפתוח במו »מ מדיני, ולקטוע את מעגל השנאה, הסבל והמלחמה.

לטענות נפוצות כלפי הסירוב, היא עונה : “כל עוד נמשיך לשלוט במיליוני אזרחים בשלטון צבאי, תמשיך ישראל להתרחק מדמוקרטיה. ביטחון אמתי יתקיים כשהעם הפלסטיני יחיה בכבוד ובחופש במדינה עצמאית לצד מדינת ישראל. לכן, הסירוב הוא חלק מהמאבק לדמוקרטיה ובטחון, לא פגיעה בדמוקרטיה ובטחון.”

לצעירים וצעירות בני גילה, היא אומרת : “לשרת בצבא זו החלטה פוליטית בעלת משקל כבד, בדיוק כמו סירוב. אנחנו, הצעירים, צריכים לבחון אותה ואת המשמעות שלה לעומק. אנחנו צריכים להבין את השלכותיה על החברה שלנו. כשאני עשיתי זאת, בחרתי לסרב. הכלא הצבאי מפחיד אותי פחות מאשר אובדן האנושיות של החברה שלנו”
